La Ville de Bordeaux est dotée depuis fin 2008 d’un Agenda 21, qui comporte des objectifs chiffrés d’économie d’énergie, notamment pour les actions identifiées « Plan Climat ». Ce document majeur est l’un des trois piliers de la politique, avec le projet social et le projet urbain « Bordeaux 2030 », intégrant des critères environnementaux.
Au niveau opérationnel, la ville intègre systématiquement des études d’approvisionnement énergétique dans les nouveaux
quartiers.
Patrimoine de la collectivité
Les référentiels pour les bâtiments intègrent systématiquement le BBC (neuf et rénovation) et la HQE (cible énergie « très performante »). Ainsi, la Maison écocitoyenne, ancien entrepôt des dockers, a fait l’objet d’une réhabilitation exemplaire : charpente bois, panneaux photovoltaïques, toiture végétalisée, récupération d’eau de pluie pour les sanitaires, nichoirs…
La ville connaît et suit ses consommations en temps réel, grâce au logiciel IDBAT utilisé depuis 1988 et des relevés sont effectués mensuellement par deux agents délégués à cette fonction. Les résultats se font sentir avec une consommation d’énergie en baisse de 21 % depuis 2008.

The City of Bordeaux adopted an Agenda 21 document in late 2008 that includes quantitative targets for energy savings, and notably for actions under the Climate Plan. The important document is one of the three pillars of the Bordeaux 2030 vision, integrating environmental criteria into the social and urban project. In operational terms the city systematically conducts energy supply studies for new neighbourhood development.
Local public buildings and property
Building specifications systematically include the Bâtiments Basse Consommation (BBC) standards (for new and renovated buildings) and the Haute Qualité Environnement (HQE) standards for high energy performance construction. One example is the Maison Ecocitoyenne, the Eco-Citizens House, a former longshoremen’s warehouse that has been given an exemplary renovation: wooden frame, solar panels, planted roof, rainwater recovery for toilets, bird nesting alcoves, etc.
The city records and follows its energy consumption in real time, using the IDBAT software that has been in place since 1988, and monthly readings taken by two employees assigned to this task. The outcome is that energy consumption has fallen by 21% since 2008.
