Gereği düşünüldü: bilirkişiye sarf ettiği emek ve mesaisine karşılik 60,00 TL ücret takdirine, paranın ileride haksız çıkacak taraftan alınmak üzere şimdilik Cumhuriyet Başsavcılığı süçüstü ödeniğinden ödenmesine, raporunu ibraz ettiğinde bu hususta sarf kakarı yazılmasına.

Quite frankly, I am struggling with the whole sentence so any elaborate suggestions welcome!

As far as I understand, this is a "pool" where a certain amount of appropriations are deposited to a bank account in advance so that this accumulated amount (called as "pool") could be later used for reimbursing incident scene examination expenses, WHEN there is not budget or appropriation has been allocated yet. For "Cumhuriyet Başsavcılığı süçüstü ödeneğinden ödenmesine, raporunu ibraz ettiğinde bu hususta sarf kararı yazılmasına" part, I understand that the expenses are being reimbursed (in advance) from the pool or whatever you would call that account, and then the allocated amount will be compensated by "sarf kararı" later upon the submittal of the report. I may or may not right. I would confirm it from the context.
