reimbursement pool Explanation: As far as I understand, this is a "pool" where a certain amount of appropriations are deposited to a bank account in advance so that this accumulated amount (called as "pool") could be later used for reimbursing incident scene examination expenses, WHEN there is not budget or appropriation has been allocated yet. It is sort of an "advanced reimbursement pool". The link I provided has some "resentful" tone, yet pretty explanatory. I may or may not right.
