Explanation:
As your own text and Albrecht's helpful reference show, local authorities can opt to recycle this waste themselves - and many are, as it's a valuable source of income.

I think "opt-in" is the most obvious translation. In the heading, you could say "Local authorities' self-recycling opt-in", and then you could say "the opt-in period has been extended from one year to two".

I prefer "opt-in" to "option", because in your context they're making a positive decision rather than simply being presented with a choice. But "option" would not be wrong.

Aufgrund der zusätzlichen Erkenntnisse durch neue Fundstellen muss ich die Antwort neu gliedern.

§ 14 Bereitstellen der abzuholenden Altgeräte durch die öffentlich-rechtlichen Entsorgungsträger
(1) Die öffentlich-rechtlichen Entsorgungsträger stellen die von den Herstellern oder im Fall der Bevollmächtigung nach § 8 von deren Bevollmächtigten abzuholenden Altgeräte an von ihnen eingerichteten Übergabestellen in folgenden Gruppen in geeigneten Behältnissen unentgeltlich bereit:
1. Gruppe 1: Haushaltsgroßgeräte, automatische Ausgabegeräte,
2. Gruppe 2: Kühlgeräte, ölgefüllte Radiatoren,
3. Gruppe 3: Bildschirme, Monitore und TV-Geräte,
4. Gruppe 4: Lampen,
5. Gruppe 5: Haushaltskleingeräte, Informations- und Telekommunikationsgeräte, Geräte der Unterhaltungselektronik, Leuchten und sonstige Beleuchtungskörper sowie Geräte für die Ausbreitung oder Steuerung von Licht, elektrische und elektronische Werkzeuge, Spielzeuge, Sport- und Freizeitgeräte, Medizinprodukte, Überwachungs- und Kontrollinstrumente und
6. Gruppe 6: Photovoltaikmodule.
In der Gruppe 1 sind Nachtspeicherheizgeräte, die Asbest oder sechswertiges Chrom enthalten, und in der Gruppe 5 batteriebetriebene Altgeräte getrennt von den anderen Altgeräten in einem eigenen Behältnis zu sammeln.
(2) Die Behältnisse müssen so befüllt werden, dass ein Zerbrechen der Altgeräte möglichst vermieden wird. Die Altgeräte dürfen in den Behältnissen nicht mechanisch verdichtet werden.
(3) Die öffentlich-rechtlichen Entsorgungsträger melden der Gemeinsamen Stelle die zur Abholung bereitstehenden Behältnisse, wenn bei den Gruppen 1 bis 3 und 5 eine Abholmenge von mindestens 30 Kubikmetern pro Gruppe, bei Nachtspeicherheizgeräten der Gruppe 1 und bei batteriebetriebenen Altgeräten der Gruppe 5 eine Abholmenge von mindestens fünf Kubikmetern, bei der Gruppe 4 eine Abholmenge von mindestens drei Kubikmetern und bei der Gruppe 6 eine Abholmenge von mindestens zweieinhalb Kubikmetern erreicht ist. Wenn bei der Gruppe 1 ein Behältnis mit Nachtspeicherheizgeräten zur Abholung bereitgestellt wird, ist dies der Gemeinsamen Stelle bei der Meldung nach Satz 1 mitzuteilen.
(4) An der Sammelstelle sind eine Separierung von Altgeräten, eine nachträgliche Entnahme aus den Behältnissen sowie die Entfernung von Bauteilen aus oder von den Altgeräten unzulässig. Eine Veränderung des Inhalts der Behältnisse bis zum Eintreffen bei der Erstbehandlungsanlage ist unzulässig. Absatz 1 Satz 2 bleibt von dem Verbot nach Satz 1 unberührt.
(5) Ein nach Landesrecht für die Verwertung und Beseitigung von Altgeräten zuständiger öffentlich-rechtlicher Entsorgungsträger kann sämtliche Altgeräte einer Gruppe für jeweils mindestens zwei Jahre von der Bereitstellung zur Abholung ausnehmen (Optierung). Abweichend von Absatz 4 Satz 1 ist im Fall der Optierung eine Separierung von Altgeräten in der optierten Gruppe zulässig. Er hat die Altgeräte nach Satz 1 wiederzuverwenden oder nach § 20 zu behandeln und nach § 22 zu entsorgen.

Änderungen im Hinblick auf die angezeigten Sammel- und Übergabestellen sind unverzüglich anzuzeigen. Die Absicht der Optierung nach § 14 Absatz 5 Satz 1 hat der nach Landesrecht für die Verwertung und Beseitigung von Altgeräten zuständige öffentlich-rechtliche Entsorgungsträger der zuständigen Behörde sechs Monate vor Beginn der eigenverantwortlichen Entsorgung anzuzeigen. Der Anzeige sind die Anschrift sowie Kontaktinformationen des optierenden öffentlich-rechtlichen Entsorgungsträgers beizufügen.

  -> Thanks for telling me! And, yes the question was about Optierung, which is a nominalized verb (hyphen is debatable, but I did say I would add it). A noun as in "opt-out" or Phil's "opt-in," however, is entirely OK in EN.

Most sources reveal ver clearly that the municipalities can opt for taking care of the collecting and recycling of old appliances themselves, but are bound to this decision for 2 years and are obliged to notify the manufacturer (via a fond) of their decision 6 months in advance. So it's the authorities opting for this, not the manufacturer (he is obliged anyway, if the municipality does not opt in).
One little detail: usually it's the company responsible for collecting and recycling who's opting for that, not the authority itself.

Just to clear things up:
The municipality has the duty to provide places for collecting junk, including containers (or something similar) to collect appliances seperately. The manufacturers on the other hand are obliged to collect their appliances from there for recycling purposes. Now, if a community chooses to recycle these themselves, they can, "opting out" of the whole process of collection by the manufacturer. On the other hand, they "opt in" to keep the appliances for their own purposes. So after all, it's a matter of perspective.
As @philgoddard points our correctly, opt-in sounds more positive than opt-out. I think the whole question about how to put it depends on the context and the target auditory.
