Secondo mei Il trmine 'empowerment' non può essere tradotto con un singolo termine italiano. Lo lascerei in inglese tra virgolette.
Propongo un paio i link dove compare il termine in questione

Tradurrei "personal" con "Individuale".

La parola inglese "empowerment" deriva dal verbo "to empower" che in italiano viene comunemente tradotto con "conferire poteri", "mettere in grado di". I diversi dizionari privilegiano ora l'uno ora l'altro aspetto. Risulta comunque impossibile tradurre questo termine in italiano con una sola parola, per la ricchezza semantica di tale concetto

Per esperienza personale nell'ambiente posso confermare che il termine empowerment viene utilizzato in inglese anche se si parla in italiano - con risultati orripilanti in termini linguistici :-(
