Among other relative shortcomings of subtitling, I say:
Audiences that have limited or no fast reading ability (small children, illiterate people, visually impaired people, foreigners) will have limited or no access to the content.
So, depending on the age of your target audience, dubbing may be the best option.
Each child is different. Some kids will learn to read quickly at an early age, while others may take several more years.

Many otherwise intelligent adults won't watch subtitled content. So your chances of getting children to do so are close to zero. One exception would be cartoons specifically designed to teach kids to read.
(I initially thought your post was about child labour!)

Depends on the age of children. In traditional subtitling countries children start to read earlier and also start to prefer subtitles (and original sound) and hate dubbing much earlier in life. But dubbing is the preferred way for very small kids in all countries.
