对于犯罪,外部因素也是起作用的,有时候可能是很大的作用,当然这并不能免除犯罪者的责任。

就拿你说的这个例子来说吧,如果有明确严格的职责、权利划界,强有力的制度约束等条件,就不会或少出现那种情况。

现在的贪官家里动辄就会搜出几亿现金。这么多钱放在家里发霉,我怀疑他们都有心理疾病。

I thought most Cantonese folks in HK say 饮茶? At least that was my impression from staying with my late aunt(姑姐)in HK en route to the U.S.. It was almost a month long of nonstop 饮茶 - constantly being invited out by my aunt's friends and family members thanks to their hospitality.

It wasn't until I arrived in the U.S. that I found that most people here refer to the activity as 吃点心.

dim sum the adapted culture without the tea bit Feb 12, 2015

I guess not too many US diners would like having tea when eating dim sum like the Cantonese do. They would go for Coca Cola or beer, hence they skipped the Yum Cha bit in the name.

I noticed this when entertaining my friends from the USA in Hong Kong for the first time ages ago. They asked for dim sum which I know but when at the tea house 茶楼 they didn't like drinking black tea or green tea without adding sugar. 我也是来美后才知道原来这里没有茶也可以 "yum cha"; 也许是与把 “吃/喝(广式)早茶” 叫做 “dim sum” 有关。
